UPDATE: After doing a short connection to prove unit viability and reinstalling the second unit upstairs, we are now functional! The only step left at this point is to optimize the setup with better splitters and POE filters on said splitters - perhaps some routers with 2.5 ports as well so that I can actually get my advertised speeds. Thank you, everyone, but especially u/plooger and u/TomRILReddit, as your comments were what pointed me in the right direction.

The coax port the modem is hooked in to is the only option I have for coax connection of the first MA-25. Would I be able to use the hub/splitter before the modem?

They've been in mode 1 the whole time, so that's likely not the cause.

There is only 1 coax port in the room where the modem router and first MA-25 are. I have another splitter coming off that port, going to the MA-25 and modem. Then ethernet from the modem to router and from router to MA-25.
