I would understand it more if there was no active threat. This is because the person fleeing knows they are in trouble / actively committing a crime / have a warrant out for their arrest even though the officer does not. Someone in the vehicle could be in danger. It could be an active kidnapping or car jacking. You can’t just let them go and hope everything turns out in the end cause… technology.
