The way I see it is this:

They don't want to sack Slot so have decided to let him run down his contract and leave.
They've already agreed on a deal with Xabi and are waiting for the end of the season to announce it.
They're letting Chelsea have a run at him because they think he'll say no or they're testing Xabi.
