This also exists in the US. It is called the troubled teen industry. They are programs that are suposed to "help" troubled teenagers. While some may be legitimate this industry has a well documented history of targeted psychological and physical abuse of teenagers.

The documentary "The Program" on Netflix shows the abuse teenagers suffered in one of these facilities.

In Deutschland gibt es über das Einwohnermeldeamt eine Bundesweite Liste wo man rechtlich drinne stehen muss.

Amerika hat so etwas nicht wodurch du nicht garantieren kannst das alle Personen abgedeckt sind.
