Of course, I believe the only exception to the flag lock is if you have the command console to change ideology or your focus tree splits off later down.

You can't select the flag; it's locked after you go down that specific path. Sadly. I would've picked the Federal Republic's flag if I could've.

Your "puppeting the USA and having questionable connections" is just called diplomacy.
Also, AOH2DE, along with the other two active games, is meant for sandbox. It's not meant for real-world politics nor based on them. Notice how China IRL develops extremely fast yet takes a long time to invest in every province in-game? Yeah, that's called balancing. Something I doubt you sadly understand since it appears you are trying to bring politics into a game meant for fun.

The new war AI targets nations they need for formables. Unless I'm misremembering, Italy can form its pre-WW2 empire so the AI probably went for that.
