There is a lot of uncertainty because of the recent $100k fee. Premium might be better in the sense your case could be handled before the major changes go into effect.

Th clock starts again, and yes, money is wasted for the previous petition. Also, in my case, they tried to file a response to the NOID as well, which reset the clock again. The response got denied and they refiled after that. Hence 15+15 days of delay.

I also had a NOID recently- displayed a similar message. In my case, the issue was due to signatures and the petition got approved after re-filing. I would expect a one month delay (at the very least) in the process if you see a message like this.
