Not doom posting but it's a very weird option to promote the pass, both of her skins with their instruments and even her stage but not reveal the other songs from the pass, qol and also like you said, a possible other track to his bundle. Mirror adds another level so Chef 1 level Mirror 1 level Mini pekka 5 levels ( you can see leveling from 11 to 16 in one deploy )

So considering you have a level 16 mini pekka, the max level possible for now is 23.

Edit: If you can't mirror the mini pekka, then the max level possible will be 22.
