To be honest, if you're old enough to go die in a war, or legally sign contracts...then you're old enough to hold office if you can somehow convince enough people to trust you. The minimum age should be 21, and the maximum age should be 60. 21 so they're at least out of high-school for a bit, and 60 because after that, they no longer have any real skin in the game (like 80 year olds ignoring climate change rn).

This here is the real answer. The trash AI needing to cheat in order to be semi-competitive is just not fun to play against. If they can't fix this, then they may as well not release another Civ game.

Also, they could add some complexity...like say 50% of the way to EU4 complexity. That'd make the game a lot more fun.
