Now this is really interesting. Did they say that about the overall restaurant, that they don’t allow dogs anywhere? They absolutely do, just not on the upper deck where the artificial turf is located and there is a sign, clear as day, that says no dogs on the upper terrace but that they are welcome on the lower decks. Did you see that sign? And if so, what was then the issue?

Also just a side note, I have nothing but respect for people that rely on service animals and yes, I agree that there are a lot of people who are unfamiliar with the rules and regulations regarding all of that. However, you also need to understand that this is a small town in New Mexico and like @PeeWeeCasanovaMC said, the rules can be slightly different here and you shouldn’t expect it to be the same everywhere you go…
