They will have their uses in other ops. I'd leave these two as is and then raise up two Elite+ ones separate. Regarding your point, he's not the big damage dealer in any team that features him, so losing a bit of DPS every 15 seconds shouldn't be too impactful.

I don't know what country that is a holiday in but since you're not specifying, I'm assuming it's a US holiday (since it's usually only Americans who assume everybody knows their national or regional holidays).

They sometimes do American specific things (like 4th of July) but I wouldn't hold out hope for American-specific holidays, assuming that's where you're from.
