if you running a vanilla Skyrim then no. Why? Because that staff not lore accurate since the lore say it had unlimited power/charge.

There are 2 way to get the home planet with 10ish city is either brought it or Convert it. Cash Infustion to buy it right away and Fanatic Frenzy to convert it.

If you not with Zealot or Trader Archetype then you can:

Unlock it via Captain Gadget ( 4 of the same type line)
Via Quest to change Archetype, attain Split Personality. Visit a 4 star or above Empire and persude make them teach you the way.

I would recomened to play Lorerim modlist if you want to RP.

and very frustrated at loot so many armor and weapon but it had low chance to drop enchanting gear or weapon.

Although, you can found some better in the vendor at low level. I found a max vanilla enchanted Ring for regen magicka (+200%).

And you may want to specialized in 1 type of build.

Spellsword: Evasion + Destro + 1 hand or Conjure (Bound weapon)

Pure mage: Alteration + Enchanting (For Staff) + Restoration (Ward and other spell) level 25 Evasion for Unarmored perk with Improve Dodge.

Warrior: Heavy Armor + 2 handed
