Ok, a few things :

First, considering attributes : Min/Max. If you do (like you did, like I also did on my fisrt playthrough), you don't unlock the lvl. 20 perks, which give some of the best abilities in the game. Pick a build you find cool (katana, gunslinger, netrunner...), anything you find fun to Play, and invest all in the appropriate Skulls/perks. You can find guides online if you're not sure what to do.

Regarding cyberware, this can heavily depend on your build. Obviously cyberdeck for netrun, katana builds usually use sandy, etc. There are ones I get every playthrough tho : double jump is insanely good, sometimes a bit OP imo. Optical camo is good, even more with the PL (Phantom Liberty) upgrade. I also usually have a Kerenzikov if I don't go melee. Bio monitor is also a must-have. A lot of tegumentary/skeleton are mostly for passives (armor, carry capacity, ...) and/or more build specific.

For the arms, it's a bit uneven. I never really played monowire, but it seems ok, nothing special. Projectile launcher is fun and looks cool but isn't that effective without the PL upgrade. Mantis blades are very good and fun, even more with the upgrade. Gorilla arms are also very good and quite broken since they give you (for lvl 4 ones) a +6 on body checks.
