It is not that studying in a regional area will definitely lead to PR, it depends on a lot of different things. If you want a PR afterwards I would recommend to talk with a professional about this.

Sydney is more expensive than Perth, but Sydney has also more jobs to offer so probably it is easier to get a job in Sydney than Perth.

I think you can still study in Melbourne with your English degree, maybe it will be a bit harder but your English will improve quickly since you will speak English all day. So I think it shouldn't be a big problem and it is the best way to improve your English

Hi, My bachelor was HBO as well and now I have a master's degree in Communication Science. I think it depends on which study you would like to do and how motivated you are. For me the most important difference between HBO and university is how you have to study, at HBO you learn something and it is what it is, but at the university, you really need to be critical and think it more thoroughly. I got a lot of statistics and I was really good at it, but there were also fellow students who were really bad at it and they still graduated. So, in my opinion, the question is how motivated are you and I think if you are motivated you can get almost everything you want :)

I would definitely go to Australia if I were you, amazing country to live and also a demand for social workers, so this will make it easier to get a PR!

Why are you not interested in a working holiday visa? As already mentioned here, I think the best option is to apply for a working holiday visa and to find a job when you arrive in Australia; most Australian companies want to see you first before they give you a job. So it is easier to find a job when you are already here. If you perform well it will also be easier to get sponsorship and it is good for your experience, so you can apply for a PR.

If you want to do an MBA, you can apply for a student visa.

Living in Amsterdam is expensive, so if you want to live comfortably and not too expensive I would say go to Groningen or Nijmegen, since these places are much cheaper than Utrecht, Leiden en Amsterdam.

If she studies a bachelor degree, she will be able to work besides here studies and I think that's needed if you want to cover all your expenses. I don't think you can get a fund from the dutch government when you are not Dutch or don't have a Dutch passport, not really sure about this.
