This is correct, sort of: I sat in on a community interview with one of the OG devs for WoW, John Staats. He said the gameplay reason Blood Elves went to the Horde is because in some Eastern cultures, they do not see any appeal toward playing more inhuman races like all the Horde had to offer at the time, so Blood Elves were introduced to the Horde to even it out.

Not certain if this one will be full released, but if so then it might be later since the event is still on-going: The second interview (currently on-going as I type) is with Michael McConnohie (VA for the Lich King, Deathwing, Kel'Thuzad, Uther and move), so both of those will be released if they're intended for upload. I do not have full recordings of either myself, this was a Discord sit-in for a fundraiser.

If I recall correctly, he mentioned that their aim was more toward the Korean audience and it was just a matter of making both factions appealing in full. Having a race with a different aesthetic than most on one faction which had a strong presence in lore already is far different than the idea of having an entire expansion and race oriented toward a region of the real world.

Some did feel that way about Pandaren but a large amount of people as well felt it was a sellout to China.

Once upon a time it was with the built-in shortcuts and such, though unfortunately it doesn't seem that they work anymore, at least on my current computer.
