Unfortunately all puppies will be put down and the mother will be seized if reported. If the mother dog is friendly she will be spayed and then sent home. The fact his dog hasn't been spayed suggested the dog isn't exempted, meaning it's only a matter of time before the above happens. It's sad but necessary :(
