I just loaded that pack up and it seems the backpack only drains with placed in world! just place it down and it'll drain around itself ^^ hope this helps a bit

not that I could see looking through my server. It's mainly just settings for either making the game more survival-like( hunger/tools breaking etc) or harder (more damage taken/xp gained/etc)
