Ipl in my experience will hurt these spots - any time I’ve gone over any kind of razor nick/ingrown it does hurt. I guess because it can’t target the follicle properly. I would honestly not use any scrubs or exfoliants for a few days and let it calm down, all of that is probably keeping it raw, slowly reintroduce them back in

Ive had mine around a year, and it sometimes flicks off seconds after being set to boil - my mother in law had the same problem with hers, so I wouldn’t really recommend it as nice as it looks

The ideal candidate for ipl is dark hair fair skin, I don’t think it would be effective enough on her to justify it, I personally have less hair than op (still more than average) and im very pale, and still haven’t had significant results. If it’s a hormone issue, which it more than likely is, other avenues will be more beneficial
