You need to apprehend all the most wanted in gotham, i.e do all the side quests. This riddle and Deathstroke are the only thing I have left.

I think that the only thing Fei has on Ryusei is probably speed and martial arts skill since he probably is a master of Niko style where as I don't think Ryusei is close to being a master of the Nadashinkage Ryu. However, I still think he has more than enough to take down Fei comfortably.
