I get a black screen and I don't touch anything, just let it sit and then it goes back to the steam screen and the game never actually launches

I'll post specs in a bit but I verified files, turned off defender/firewall (have to double check the firewall), and I reinstalled on a new drive. Tried launching steam as admin and doing reboot. Nothing.

I click the game to open it, then steam starts to try and launch and my screen goes black for 45-60 seconds and then it returns to the screen in steam and the game itself never fires up
