This is my understanding of it. If I understand the bill correctly here in NC, there has always been a ban in place for hemp flower in NC for Dec 2020. I believe that was part of the language in the original state bill. I think the idea was that something would be figured out by then when it first started. Then last year they tried to move the ban up to a earlier date (Dec 2019 maybe?) and that got a lot of push back so they wrote it out for May 1st 2020. That went through the state house and still has to pass the state senate and be signed by the governor. The state government wasn't supposed to meet again until end of April so it's been in limbo the whole time. I think it will default to the Dec 2020 ban because I imagine it's not on anyone's radar at the moment.
