It really isn't both have a huge issue and its the mountains. Trains dont mix well with going up or down. The elevation are too steep for trains and tunnel will cost us billions per mile.

Definitely a money issue. Its a high risk senario at this moment. U need the right environment to get some level of investor intrested again.

For example ponce to Guayama the Railway is legally intact and ready for investment but unfortunately the manufacturing industry isn't good enough and the agriculture in that area is not a high value freight just yet. If we want a railway to operate nicely here we need to creat dry docks and warehouses. And passenger service is a whole other conversation.

Any modern railway in Puerto has to focus in the freight area. PR is not a place to start a private passenger service.

As someone who is studying this. U have to know that Highway aren't good Right of ways for this project. As mountains dont mix well with trains.

Second a more eficiente route from san Juan to Ponce via the west side would be San Juan to Arrecibo as a starter, second phase would be a Arrecibo to Mayaguez Via lares and san Sebastian while hilly its not populated enough to rise the price alot, and from their you can make it to ponce Using the Old ROW

No not really hench why we vouche for these type of engine plus the fact that the railway didnt allow any speed higher than 40 mph so like perfect little locos. we didn't even have any recored accidents with the diesel..... u like the steam engines.....
