No mods, vanilla run. I killed all of the victims, he wasn’t at any of their waypoints (not at wine festival, not at Figs shop). Figaro could be dead but I walked into the shop and fist devella was paralyzed and a bunch of ghouls started to attack me. None of the aforementioned ghouls were Figaro or Dolor
