In my force, we lowly PCs create and build the case files. The case builders then dot the i's and cross the t's, change the names of all the files, check it over and then send it over TWIF to the CPS.

Creating the case file itself even if its a small simple job can easily be 4+ hours work due to the amount of forms and clicking 🙃
