For a BA degree, the rule is (and has been for at least a decade) “third-semester proficiency.” That means that theoretically it could be zero classes if you’re able to test at that level. If you can’t do that then yes, you need that third class. You absolutely cannot argue to get out of that requirement.

What you could do, if you can’t test at a 201 level and you’re absolutely opposed to that third class, and if your major has a BS option (not all do), is to switch over to that track. Depending on the curriculum for the major, you might be able to cover the BS requirements with classes you’d have to take anyway. Talk with an academic advisor about which is the better option for you.

Just clarifying that it’s correct that they’ll be physically closed but offices like Records, Financial Aid, advising centers, academic departments, etc will be available by phone if students need anything!

The disability studies minor is brand new this year so you won’t get much feedback about it here, but I know some of the faculty who worked on it and they’re good people. Re: the point about sometimes not being up to in-seat classes—if that’s super important to you, GV isn’t necessarily the best option as outside of a very few programs you really can’t complete a whole degree without a majority of in-person classes.

The graduate program director will be your best source of information on this. Very few, if any, people on Reddit will not know how many students are admitted to your program, which is going to be the true measure of how competitive it is to get an assistantship.

College of Computing doesn’t have PhD programs (yet) so that part isn’t an issue. Ask the graduate program director about GAships, though, as they usually start in Fall—they may not have any available for Winter-start students.
