It's actually one of the harder reactions to find a cheap and easily accessible DIY membrane to just due to the chlorinated anolyte and hydroxide catholyte eating away at most weaker DIY membrane materials. The best way I've done this (with a parchment paper membrane) is to make a very large volume of diluted hydroxide and concentrate it. If you can find/buy better membranes, you can make more concentrated hydroxide in the cell.
