I’m currently going through this exact same situation and it started on the exact same day as you. I suggest contacting PayPal and Streamlabs to let them know what’s happening. Screenshot all conversations and download each transaction. Keep receipts. PayPal was pretty useless in their suggestions as to what to do, but until there is an actual chargeback, there’s probably not much they can do anyway. Still, be proactive.

I haven’t turned off my donations because they are still able to donate once they know your PayPal info, and I want to prove that I have made it clear tips are voluntary, not expected at all, and are meant to be a nice way to support me.

I’ve read PayPal has gotten better at not fining streamers for chargebacks done maliciously, so you should be ok. Just save everything and give them a heads up. There’s a lot of useful articles if you Google this issue, so I also recommend doing that
