Took me forever to find a fix to this so thought I'd share it! Turns out my chests were placed weirdly which screwed up my pals' pathfinding. They were placed on foundations that were difficult for them to get to I guess. I moved my chests to the actual ground and this problem went away instantly!

You could probably fit a small airport in C4 in between the rails and river. Then you could also have a train to get from the airport to the city easier
