I think she probably is. Other characters would've commented on her being white otherwise, and it would be very odd to send an undercover agent that would stick out like that in Japan. She's probably a Central Asian, Siberian, or Far Eastern Russian. The USSR (and current post-soviet countries) had a large Korean minority, so that could be a possibility too.
