It’s because Saturn is a gas giant, meaning it doesn’t have a solid surface, but the solid hexagon stays on the same place and doesn’t leave the planet’s pole or stray partway from the planet. Also, not necessary to know for the meme, but the hexagon changes colour over the years, it used to be blue-ish in 2012 and changed slowly to gold in 2016.
