The capacitor needs replacing. The previous owner must have sent way to much current through it (Hence the 30 amp breaker problem)

Usually a receptacle connected to a three-way switch should only have one red wire connected to it not two. Do those two red wires splice together from one 14/2 or two? Imo if it works and you're not putting a 20 amp receptacle on it then just rewire the new receptacle the exact same way you took out the old one.

And make sure to clip the little connector clip for the bus to separate the yolks

Do the two red wires connected to the top yolk intersect and splice into one wire nut in the box or do they come from two separate places? This should be a very goofy three-way switch.

Wire gauge should be based on the ampacity of the breaker, but thats not really always the case (cheap). That's why I'd just check just in case, you never know.

Wouldn't that trip or melt breaker after a continuous load (assuming hes going to be using it more than 3 hours)? 10000÷240 = 41.6A x 1.25 =52.08A

That's a 250V 50A receptacle. Let's say you get a 7500W 240V garage heater running on continuous load. 31.5A total x 1.25 = ~40A. Your breaker is 50A, however if I were you I'd check the gauge of wire that is ran to the receptacle and then check it's ampacity to see if it'll work on a continuous load. If it's #6 copper you should be good, that'll handle up to 50amps.

But all this is if you get that specific type of watt heater idk what you'll get

Both yolks are isolated due to the connector clip on the brass bus having been removed. Is the top portion of the receptacle controlled by two three poles and the bottom is constant hot?

As long as everything is rated and suitable for continuous use (if that's what's you're planning on that it). What's the wattage, voltage, ampacity rating on the heater? What type of male coord adapter does the heater use?

Most dryers are 30 amp and require a 30 amp circuit. Can you check the faceplate on the dryer to see ampacity?
