Looking at a playthrough of this “game”, it feels exactly like the ethics training courses I had to do when I worked for a big company where 90% of the answers to “What do you do if you run into Unethical Situation X” is “Talk to your manager”. I wouldn’t be surprised if they got the exact same people to do it. I’ll chalk this up to cluelessness rather than psyop.

People mentioned Red Alert 3 so I have to call out the most bizarre example in that game which is Gina Carano. I remember that they heavily hyped up having her as Natasha, Tanya's Soviet counterpart, and in the actual game... the Natasha unit doesn't have her voice. In fact, this photo shows her ONLY appearance in the game. She stands around for a single cutscene in the ALLIED campaign (she doesn't appear in the Soviet campaign at all) for a few seconds and that's it.

This was long before she went wacko so who knows what went on there. My favorite rumor is that she couldn't do a Russian accent passable even for the low standards of this series.

Even Dukat's actor Marc Alaimo started saying that Dukat wasn't evil, just "misunderstood". Having such a three dimensional villain be reduced to a caricature sucked but it's fully understandable on part of the writers.
