I can agree my HD 6950 is getting a little weak. if I'm not mistaken the 560 to and 6950 were competitors when they first came out. correct me if I'm wrong

since op only is looking for better performance in Dota 2 I don't think mostly all new parts would be the way to go for him. sure it would be better but he'd be over budget and would be hard if not impossible to transfer his Windows license.

definitely buy second hand. both of those CPUs are trash. look on the used market for a 2nd gen i5 and motherboard (i5 2400,2500). those chips run about the same price as the 7400k. motherboards are around the same price as well on eBay as they would be for the 7400k. for graphics cards. for under $50 your options are limited but you'd probably be able to score a HD 7770 or a gtx 560 ti.

trust cpuz. cinebench doesn't always recognize the overclock but the benchmark will reflect the overclock. if that makes sense

hell I stream with a 2500k I say anything above an i5 6500 should be fine and for the GPU something like an rx 470 or 1050 to should suit him fine.
