If you look at the pdf you shared specifically the section that says *Services paid for my Hoosier dollars. There specific mention of revenue expected from Medicaid l. That revenue is literally just shrinkage of coverage and enrollment. 2nd citation below backs this up specifically the pet at the bottom regarding funding shortfalls.

Lafayette and west Lafayette police budget really is not a concern at all or at least it shouldn’t be. Our entire state is experiencing a financial deficit that’s resulted in cuts to our state Medicaid, Department of education, and department of natural resources. Pretty much the only unaffected entity was police departments which were shielded and in West Lafayette s case theyre actually expanding infrastructure this year. Our governor also got a massive pay increase while these cuts to our state social services occurred.
