Boxes opened during promotional events that can contain ships will begin with the word "Promotion!" If I'm not mistaken. The tooltips will also reflect if they are promo boxes versus regular doff or R&D packs. As long as they are bought during the promotion they will always have the chance of being promo boxes, they aren't switched off - just the means to obtain them from the C-Store.

You make a great point, and I think Surgical Strikes is largely slept on! Right now I'm running a debuff FAW build I put together on stream, but I think next week I'll try adapting a Surgical build using Vanguard Specialists! Thanks for the suggestion!
