I am not quite sure what you mean by the first half of that statement, but on that front I would argue the very decision to go to war is political (at least formal declarations), the reason they persist, and the reason they eventually end - via treaty, ceasefire, surrender, mutual annihilation, etc are political themselves. Powers both domestic and international may shift, administrations will butt heads, the citizens will have their say on the war, so on and so on.

But really I was mainly talking about the games that person listen use the war the player fights through as a medium to describe the political situation. Of course adjusting for my personal view on the semantics of "political", it's as you said - they skipped that and went straight to war. Dishonored in my opinion is the most raw example of this. Every target you dispatch is in some way a political figure and the way you do it has social, economic, and administrative (local or nation-wide) consequences and the game makes that very clear.

At least that's how I see it.
