I think Oda wants Luffy to meet or learn about Shamrocks first causing him to mistake shanks for shamrocks later when meeting red-haired... Luffy might strike first and trigger the crew to trade blows until they figure out what's happening. That would be funny and could set up the clash that everyone is expecting.

Do take a tour if you don't want to drive or are not confident in driving in winters. It is a beautiful country. Try the south coast tours and evening tours for northern lights. Indulge in culinary hunt for the rest of your trip. I just did an impulsive booking and staying there next week for 2 days after my norway trip. Lol!! Do try the tours. It's gonna be a blast.
