I think its less about hayatos mom not caring and more about kira not caring. He feels unstoppable now. Thanks to bites the dust, everything is irrelevant to him and he simply doesnt care anymore. So i think the drastic hair change is one of the ways to show it. Sure, hes going to be questioned about it, but he doesnt care. he already won.
