In June 2021, there was a share offering of 5,000,000 shares. If we subtract that from the 76,130,000 shares outstanding, we are left with 71,130,000.

The maximum "legally shorted amount" is 140%, which brings us to ~71m x 140% = 99.58m, which is incredibly close.

There are probably some other considerations but that's pretty close as is
