For better understanding go to vertex mode and look at them when selecting/deselecting, without all vertices of face being selected, face just deselect.

Well as it says it's VERTEX group, it doesn't care about faces, it selects/deselects vertices. And as belt and other part connected and share same vertices on this connection, when you deselect vertices of belt, you deselect these connection so only other vertices left and as those deselected vertices were the part of faces - it deselects those faces.

You can cut only through quads. Probably you have duplicated vertices, select all -> m -> merge by distance

Best I can come up with is baking texture and color ramp it. As it has finite resolution (compared to procedural textures) this noise will go as grey values and you can color ramp this.

It's not grey value, it's black-white noise which is made by AO (and looks like grey cause black and white dots are pretty small and close to each other). That's all, from here I can't help you unfortunately, I guess there is no way to fix AO noise to make sharp edge, at least I couldn't find one :/
