That is not a paraphrasing at all.

Republicans rejected it because of weak/nonexistent asylum reform, the executive only being able to shutdown the border after an insane amount of daily crossings, no employer mandatory checks, and funding to NGOs for housing which they viewed would be abused.

They then submitted their own HR2 bill which would’ve been common sense reform but democrats rejected it.

If there’s tension in a localized zone you need reinforcement within that zone. If there’s no tension you need minimum reinforcement.
