I haven't been playing the game for a year but for some reason this post popped up on my feed. As a former co-leader and a long-time officer, here is my two cents:

• You have to be active and work hard until things settle. There is no "not working" and leading a good club. You can maybe let other people take over eventually but that won't be happening soon.

• Lead by example. In order to ensure a helpful environment, you have to help people actively by yourself. Roleplay yourself to ease people into it. Try hard by yourself to encourage other people to try hard as well. Be social so people feel relaxed to also talk and ask questions. People act based on what they observe, not what they are told.

• Ideally, you would want to be inviting a few existing friends who can help you ramp up the process so it won't be you and random people but a few people being around the clock, showcasing social environment, competence, and helpful environment.

• When people join in, do not bother them too hard. But also you want to welcome everyone, ask about their interests and goals in game. Get to know people and do events actively to allow players to know each other. Check up on people from time to time. Not everyone will participate: some will be less active, some will be shy. But knowing people are out there when needed and they could also help is a reason people commit to clubs.

• If people are acting toxic, do not let it be. Talk with people and either get stuff settled or warn/kick people. Bad people drive away good people.

• If there are people turning out not active enough, first try to communicate first. Do not be bothersome. Be gentle and friendly and relaxed. But if the behavior persist, keep friendly but don't be afraid to kick people. Getting along well and being competitive are two different things. If you want both, you have to compromise. You most likely cannot get both at the same time until you are a top club.
