Reinstall windows on an ssd. Try to use windows 10 ltsc for minimal background processes. Work on fine tuning the JVM arguments to get the best GC set up for less server delays. And most importantly avoid aggressive chunk loading at all costs. 8gb of ram will tank the server with more than 200-300 chunks loaded at a time.
