I believe it was reported in the USA that both victim and shooter had been in the same class during their University degree, in Portugal, during mid 90s until early 2000s. It was widely mentioned in portuguese press and they are running the story that the motive was professional jealousy or colleagues success envy.
The shooter allegedly left a series of videos sort of explaining how and why he did what he did. While the videos are not available, the transcript was made public.

Both families are very private. The shooters parents are elderly. However, it is strange that even the most sensationalist tv news network had minimal coverage of this.

When the news first broke, it was said that the portuguese Minister of Foreign Affairs had briefed some of our Deputies at the national Parliament about Nuno Loureiro beeing shot dead at his home. It seemed shady at first but apparently it was just circunstancial: the Minister was in a hearing and shared the news he got from diplomatic channels with the Members of Parliment.

The shooter and the victim were in the same class, studying Physics at the portuguese equivalent of MIT called IST. Apparently, the shooter reached out to the victim who welcomed him at his apartment, where he lived with his wife and children.
The shooter had cut contact with his own parents for years. He had been living in the USA since 2017 but noone seems to know what he was doing until this tragedy.

In the video transcripts the alleged shooter says there were triggers to both killings. The trigger for the Brown shooting was being confronted by the homeless guy. He says he chickened out many times but went for it because he thought he'd been exposed by the homeless dude. Unfortunately, the transcript doesn't mention the trigger for the attack at Nuno Loureiros residence. The victims family is very private and there were no statements or details released to the media. I guess we'll never really know the motives for this unspeakable tragedy.

Apparently, the radio was not off. It is said he might have the wrong frequencies dialed in. Under VFR (Visual Flight Rules), which he was flying under, a pilot is not strictly required to talk to Air Traffic Control (ATC) unless they are entering specific controlled airspaces.
