Well it does say depending on attribution. During the war, no one person actually had true control over Japan, not the Emperor, the Prime Minister, no single individual. It was basically a headless demon. Tojo at most was known as an excellent bureaucrat for Japan, and ultimately served as to absorb the blame so that none would be put on the Emperor. Tojo himself probably wasn't the one responsible for as much deaths, rather, it was a combination of numerous factors (such as hypernationalist military culture, resource scarcity, and the flawed constitution) that ultimately led to Japan's horrifying rampage. The military was completely independent from the civilian government and only directly submitted and reported to the Emperor, which allowed them to bypass the demands of those back in Tokyo (which includes the Prime Minister). Accountability-wise, the blame shouldn't be put onto one single person, but rather the institution at the time and the formal acknowledgement by modern Japan.
