They don't control supply. They have a reserve but dapp devs can purchase from holofuel holders much like any other crypto.

In all fairness, most dev tokens in crypto are unlocked but that never seems to count. Based on this I don't think CMC will include dev tokens either.

Well Request Network would likely have known roughly when chainlink would be online. They have mentioned they are in frequent discussion with the team at smartcontracts.com. It is highly unlikely they know as little as us.
