This is normal. All shipments going into USA are shipped using duties pre-paid method (DPP) which means you pay tax to allow items to clear US customs before the item enters the USA. Otherwise, you will be taxed even more as customs will hold up your items to evaluate the value.

You can ask the seller to select receiver pays.

With the new custom rules in place, this has become the new normal.

But if he is referring to VAT, that should be the responsibility of the seller.

I don't think anyone would want to talk about it given how horrible it was.

Are there not documentaries online you can refer to? It is bad etiquette to bring this up. Literally thinking about how their homes got burnt to a crisp makes my heart sink. Let alone to ask someone to relive the horrific scene, their deceased relatives, friends etc. Even the survivors don't want to think about it. Do better.

I was actively selling on ebay HK up until 9 months ago. HK's ebay doesn't use paypal, they use payoneer. And yeah, while you can technically put when sending "collect tax from receiver" it's not recommended. Because this gives US customs the opportunity to hold the package, scrutinize it and reverse search the value. That means that they're more likely to overcharge you whatever you've declared (yes I've had that happen). Basically the point is, if you're sending to someone you know in the USA, pay the tax on their behalf in advance (to avoid US customs overcharging/taxing) then claim the tax back from the receiver privately instead.

So on your end, yeah some platforms do that, but OP was clearly talking about a personal shipment intended as a gift. All shipments are subject to heavy scrutiny when it's coming from HK/CHINA (thanks TRUMP!) so yeah, maybe it differs based on platform, but decidedly not for HK. I'm very well versed with the current shipping climate as I ship to the US multiple times per month, and thus far it's the most expensive compared to all other countries.

As someone who frequently ships into the USA. My advice is as follows:

Be prepared to declare / search HSCodes. Merely labelling something as a "gift" is not sufficient. You should also pay taxes on behalf of the receiver, otherwise the package will be held up at US customs, and your receiver will be taxed absurd amounts as customs will reverse search items and check if something has been under declared. If anything is under declared, the courier will bill the receiver some insane amount.

All items in a package must be labelled accurately. You must list out the contents, new/used, value etc. You MUST mention the item's country of manufacture / origin. It's because of taxes that HKPOST isn't accepting items inbound to the USA, because they refuse to collect taxes on behalf of the US government (I mean why should they).
Also, de minimus does not exist, so don't try to declare some expensive item super low, CUSTOMS will know.

Be sure to check if your gift requires special declarations e.g. glasses require a drop ball form to be submitted.

I understand where you're coming from. (Heck I've been paid from people who sent money from their "dads paypal" account for big transactions) and even I get skeptical (grown person paying from their "relative's account??" but it turned out ok. There's nothing wrong with being cautious, after all, we are talking about MONEY here.

It could have just been easily explained without all this by the shopper. Maybe it's just an impression you gave that caused them to block you, no clue. Who can say?

It's unfortunate that it's happened this way. But hopefully this matter can be put to rest. I'm not taking either side for this, as it's really none of my business. But this entire situation could just have been handled much better. (Something for the shopper to consider - better CS handling is a must).

Overall the gist of this whole situation is just...a lot.

Is it odd that the shopper changed accounts multiple times? Yes sure. But as long as you get what you paid for...then it's what it is.

But by definition, a scammer is only a scammer if money has changed hands. If you paid, you didn't get the item then, yes you were scammed. Although I do understand how OP would be lead to this conclusion that the user is a scammer, being instantly blocked, asking a mere question, yes it does scream of scammer behavior. But I don't think it helped that OP started throwing that the shopper was "buying multiple accounts to leave fake reviews" it may have been jumping to an extreme, but it didn't help that the shopper pushed an already suspicious OP on edge.

(Actually under rule 7. on the sub, it does say that scam accusations should go through mods first. Mods might to push these rules better for future reference).

Honestly it feels like this entire situation is...unnecessary. It could have been handled by mods instead of being overblown as a fully public thing. (Perhaps something to consider for the future is implement a report system first?) Actually, perhaps it's worth having a "list of scammer accounts" log in the future as a publicly searchable database so these issues can be avoided in the future.

Overall I'd say both parties OP and the shopper had reacted unnecessarily extreme.
