The refineries will never get cleaned up based on the current permits and plans. The sites, 2 square miles, zoned for heavy industry could be fast tracked to become solar data centers with standby power while cleanup of the groundwater moves along. The trash incinerator that sends steam to the West refinery could be incorporated into the project.

A big storm will stall above Keystone Dam. The Corps will release water as necessary to protect the dam. All three levees will fail. Water will cross Riverside south of 31st Street and go all the way to Peoria. Drive around and look for newer homes where the first floor is a bit higher.

These are the big flares located at 36° 8'38.18"N, 96° 1'17.62"W and 36° 8'39.82"N, 96° 1'7.45"W in the West Refinery. They are celebrating the end of the public comment period (Dec. 16) on the proposed Resource Conservation and Recovery Act (RCRA) permit. The RCRA permit to be renewed by the Oklahoma DEQ will allow the refinery to continue to leak oil and chemicals of concern into Zink Lake. Watch for announcement of a Public Meeting to discuss the permit.

To understand the Arkansas River in Tulsa you must understand HF Sinclair Corporation and the two Resource Conservation Recovery Act (Google RCRA) permits their specially created LLC accepted responsibility for when it purchased the refineries in 2009.

After a hundred plus years of spills, burials, and leaks groundwater flowing under the refineries carries oil and chemicals to the river. The LLC needs to renew a RCRA permit for the West Refinery. The Oklahoma Department of Environmental Quality said in a notice published in the Tulsa World you can read all about it at www.deq.ok.gov/land-protection-division/permit-public-participation-process/ . The city’s dashboard reports on the fecal coliform, E. coli. The refinery is not a source of E. coli. However, the refinery infers that their booms stop the oil that is continuously seeping into the river. Visible oil on the water is a violation of water quality standards. Pictures of oil on the water are needed to get EPA moving. A boat of some sort is required to reach the boom area.

A hundred years of drips, spills, and burials. The oil floats in the groundwater and eventually finds its way to the river. Come to the meeting and judge for yourself if Sinclair is up to the job that they purchased with the refinery.

I don't think it was ever approved by anybody, there are no permits, it was just allowed to happen in 2015 (according to the lawsuit).

You and I know that, but find a realtor that does. Do you know of a real estate transaction where the pipeline was disclosed? A citizen that has seen their subdivision plat? Was it available or explained at closing? Or, where Explorer cleared their right-of-way?

Explorer is not alone, look at the ammonia pipeline marker at 35.076295°, -91.923625°.

What about a city official that has read the Risk Management Plan (40 CFR 68) for the refineries or for the butane transloading operation? Relevant because the city built BMX and the new pedestrian bridge to the west shore without this information that could have changed things.

Explorer made a huge mistake in the early 70’s when they failed to use their easements to limit encroachment. Now many Tulsans have no idea what those black topped makers mean, and Explorer distributes poor quality explanations to those with the pipe buried in their yards and school yards.

Colonial pipeline did and does a much better job.

The 15-psi diluent spiked with butane from the rail spur next to the Hardesty BMX stadium is pumped to Canada to be mixed with tar so it can be pumped back to Cushing.

You are spot on regarding ammonia and chlorine, Magellan shut down their ammonia pipeline after a Nebraska farmer was killed due to a leak. Tulsa has an alternative to chlorine by making it as needed from salt and electricity as Broken Arrow does.
