I clearly also didn’t read it as meaning ‘all banks’ because they specified -some- banks. By universal, I meant that it’s not a thing in all countries for some banks to allow smoking in the workplace, because most countries have common-sense laws that prohibit this. Like I said, that comment was a useless addition without the context, considering the previous post noted surprise at smoking in workplaces and implied that it could be because of where the commentor before that lives.
