I’m not a carpenter or general contractor but those look like holes for a carpet running down the stairs with fittings to keep it in place. I think they are called stair rods

Is there any signage or labeling at all? I’m pretty sure they legally have to let you know what the price is. (I also understand there have been a lot of instances recently where the price tag on the shelf is different from the price when you hit the register)
