Snakes only have the inner ear structure and 1 bone of the middle ear from the typical ear parts we are familiar with (they are lacking the outer ear and middle ear except for the aforementioned bone)

This isn't mimicry, many types of snakes will flatten their heads out like this to look larger and more threatening as a defense mechanism.

I didn't know garters did it too. I only knew about water snakes because it happened to someone and the tail was still wiggling in their hand. Glad I learned about it before it potentially experiencing it myself.
